The City of Rochester invites eligible organizations to submit proposals under RFP 25-16 for innovative opioid abatement strategies. With over $300,000 in opioid settlement funds available, the city seeks impactful projects to combat the opioid crisis and improve community health outcomes.
This funding stems from a class-action settlement against opioid manufacturers, aimed at addressing the devastating impact of the opioid crisis. The Mayor’s Ad Hoc Opioid Committee will evaluate proposals and make recommendations to City Council.
According to Municipal Welfare Director Todd Marsh, a multi-pronged approach is needed to address multifaceted challenges, including opioid disorders, homelessness, and housing insecurity.
“The Opioid Abatement committee’s unique decision to seek effective proposals from professional helping providers is insightful and a testament to how much our helping agencies’ knowledge and experience are valued,” said Marsh. “I am looking forward to agency proposals, the review process, and continuing to think differently.”
Eligible organizations must hold 501(c)(3) status and align their proposals with the core opioid abatement strategies outlined by the State of New Hampshire Opioid Abatement Trust Fund. Proposals may include prevention programs, recovery support, treatment services, and harm reduction strategies. Awards may be divided among multiple agencies, with individual requests capped at $300,000.
Proposals must be submitted by January 15, 2025, at 5:00 pm. Submissions can be sent electronically to [email protected] with “RFP 25-16 Opioid Abatement Strategies” in the subject line, or as hard copies with four printed sets delivered to the Finance Department at City Hall, 31 Wakefield Street, Rochester, NH 03867. All proposals must reference “RFP 25-16” on the package. The proposals will be opened on January 16, 2025, at 2:30 pm.
Selected agencies will report quarterly on the effectiveness and community impact of their initiatives, as part of compliance with state oversight requirements.
